I had this idea when playing with physics engines. The question is how does it work?

A frame is a finite set of interconnected triangles.

Yes, this is how it works. There are three values for each triangle vertex: (a) the position of the vertex (a number), (b) the weight of the vertex (a number in the range 0 to 1; 1 means the vertices is a vertex of the frame), and (c) the surface coefficient of friction. The surface coefficient of friction is between zero and one, one meaning the surface is perfectly smooth and zero that the surface is just a sheet of steel.
A frame is just a mesh made of triangles. When a frame is instantiated, its vertices are initialized in a random fashion, and then updated as follow:

If the frame’s vertices are in a different order than the one they were initialized, then the frame’s vertices are equally displaced from their starting position.
Each frame’s vertex position is transformed using the World Transform matrix. This matrix uses the mouse position to rotate the frame so that the frame’s center of mass is at the mouse position. This is done by updating the frame’s center of mass each frame.
Each triangle’s vertex position and weight are updated by iterating over the frame’s vertices, rotating each vertex by the angle between each vertex and its neighbors. This rotates the triangle using the difference between a triangle’s vertex and its neighbors, and then computes the resultant surface coefficient of friction.
When it’s time to update the next frame, the frame is restored to the state it was in before the last frame.
