The short answer is – no, you can’t.

In this context, “notification” refers to the ability of a user to “press a button and see notification bubbles popping up onscreen in an Android app”. If you want to display a notification when the app is in the foreground (i.e. when it’s not the default launcher and the user is in the app), you’ll need to get fancy with a service.

Note: The NotificationManager service is deprecated as of API 11. The new API is available in the NotificationBuilder class.

You might be thinking that in onReceive() of a BroadcastReceiver you could trigger an activity and display a notification, but that will only work if you are the default launcher and the user presses the back button to bring the user back to the default launcher – which will automatically create a notification.
If you want to trigger an activity from a BroadcastReceiver and display a notification in the action bar, your only option is to use a Service.
