Expose sitecore sitemap to external users

I’m working with sitecore 7.5, and I want to expose my sitemap via a web service, in order to external users to generate sitemaps with their own content.
I’ve found in few places how to publish the sitemap to the URL, but is there any way to make it visible to external users?

At first, you have to publish sitemap (or publish the sitemap version that can be viewed by external user) to URL. Then you have to configure the sitecore.sitemap.location in web.config or in config.aspx.
